How old is Claire? Where is she from? If she's young, or from an area where there aren't many superheroes, she might be ashamed of her power or not want anyone to know about it. This could range from shyness to actually feeling like her power is "wrong". It could change, of course, by the time she decides to do something about the villain, but by then maybe it would be too late to get the police involved.

I like the other suggestions, too!

She's actually in her twenties, has been doing the superheroing thing for about six years, is and from an area with a fairly high concentration of superheroes. But I actually really like those suggestions; I'll have to keep them in mind for another story. Thanks!
